Connect all districts with the fewest new bridges without crossings.

A civic planning puzzle: bridges must be graceful and structurally sound. Connect islands horizontally or vertically. Numbers are total bridge counts. No crossings; max two between a pair.

HOW TO PLAY

Connect islands that line up horizontally or vertically. The number inside an island is the total number of bridge lines that must touch it. Tap two aligned islands to cycle between 0, 1, and 2 bridges. Bridges cannot cross, and when you are done every island must belong to one connected network.
